The Partnership
The Foster Family Care Network is a partnership of Albertina Kerr Centers and Morrison Child and Family Services.

The two agencies are long-standing, well-respected private children’s organizations. Together, they provide sub acute care, residential care, day treatment, therapeutic foster care, outpatient child and family services, family sexual abuse treatment, parent training, and alternative education. As a unit, they make a formidable private foster care provider in the Portland area.

The Network recruits, trains, certifies and supports foster families. With the goal of expanded and improved services, the Network has raised the foster care “bar.” We are dedicated to elevating foster care in the minds of Oregonians.

Mission and goals
The mission of the Foster Family Care Network is to increase and improve the delivery of high quality foster care services in Oregon.
The goals are to:

  • Increase the number of foster parents
  • Enhance the skills of current foster parents and new recruits
  • Retain foster parents to exceed the national average (23 months)
  • Improve and enhance the scope of training
  • Measure program effectiveness.

Network foster parents
Our Network foster parents are well-trained. They bring a higher level of understanding to the role of foster parent. They become co-case managers and co-therapists through their participation in the therapeutic plan in the home. With each new placement, they gain more insight. Well trained foster families generate better outcomes for birth families and for the community.

Our Network parents are well supported. Network parents can call agency staff 24 hours a day to receive advice and support. Agency staff will provide consultation over the phone and if needed make a home visit.

Our foster parents can select from a variety of programs serving children and youth from 3 to 8 years old. Network foster parents can “travel” from one program to another without being recertified. This gives them the opportunity to learn and experience more. They really do become “professionals” in their field.
